CLASSIC - PV IN - IN breaker is OFF or It is night, Classic show voltage on the input?

Well, no, it's not from MOONLIGHT.

The Classic has a resistor between the BATTERY Terminal and the PV terminal.  This allows the PV INPUT capacitors to remain slightly charged overnight, and before any input source is turned on, think of it as a "pre-charge" resistor.  Keeping a slight charge on a capacitor is good for the capacitor as it keeps it active and extends its life.  Also, a totally discharged capacitor looks like a dead short to a voltage source and stresses the capacitor as well as other components when the Input power is applied. 

If our SPD (Surge Protection Device) is installed this slight voltage will keep the Blue LEDs lit up at night for solar systems, Wind & Hydro systems will keep them lit anytime they are producing power.

In summary, voltage showing on the Classic's input all the time is a good thing, if it ever shows Zero Volts or close to Zero, there is a problem, usually a short on the input from transistor failure.  On a new install during commissioning Zero volts could be you have the input polarity reversed. Go check it, turn off the Classic Input circuit breaker, (WHAT!!! No breakers!!! Shame on you !!!) and if the Classic now shows some voltage, go fix the error.
